With the completion of a needs study, AVENS was able to identify and evaluate the needs of Yellowknife Seniors and was able to determine our best course of action for affordable housing options. The SEED money that AVENS acquired through Canada Mortgage and Housing Corporation (CMHC) under the National Housing Strategy was used to confirm what we believed these needs could accommodate and to secure the expertise of a project manager to assist.
In February of 2020, AVENS proceeded with a Request for Proposal (RFP) on the design build. A rigorous selection process took place and the contract was subsequently awarded to Nahanni Construction Ltd.
With a strong partnership with the Government of the Northwest Territories at the table and with a new kitchen and laundry program, a letter of intent was issued in support. With the addition of a letter of intent from the Co-investment funding of CMHC, AVENS declared the validity of this project in August 2020. With the support of its members, a special meeting has heralded where a motion of up to $5.5 M was authorized in borrowing capacity to this project’s success.
With this project in the hands of our developer and design building team, AVENS will be part of the next steps of the City of Yellowknife permitting process. This process may include more studies for the various permitting stages and a community engagement component.

Building wrap, interior and civil finishes, fixtures, furniture and equipment. Capitalizing on warm spring days. Nahanni has worked hard to form, pour, and backfill Yellowknife's first underground service corridor between the Pavilion and Cottage buildings.
After recovering from the wildfire evacuation in August - September 2023, the construction pace has quickened to make up for lost time. Although we lost valuable warm weather construction, NCL is committed to completing the Pavilion project as quickly as they can.
With winter and spring behind us. AVENS and Nahanni Construction Ltd. are looking to maximize the day light hours to install building vapour barrier, exterior insulation, and siding finishes. Residents will see a rapid change in the look of the building as we bring the architectural renderings to life.
After the first snowfall of 2022 on October 16, 2022, temperatures have dropped and winter has set in. Despite the temperature and snow, Nahanni Construction and their subtrades have continued to make progress on site with foundations and framing of A-Wing, B-Wing, C-Wing and the building core.
D-Wing has taken shape as foundation work continues on A-Wing and the building core. Roof trusses have begun to arrive and will soon be installed over D-Wing. Wall panels and building structure continues to be fabricated offsite. Erection of structure has an anticipated completion of late fall 2022
With blasting being scheduled to wrap up in May 2022, Nahanni Construction Ltd. has been hard at work laying out and forming the foundation walls of D-Wing, the Southeastern wing of the Pavilion.
AVENS is a campus unto itself, with a network of utilities feeding the existing 14 buildings. Power and telephone have been fed to the campus from overhead poles down the laneway between Matonabee Street and Franklin Avenue, through the Pavillion site.
Blasting commencedin July 2021 and has been start-and-stopas crews negotiate commitments toother projects that started before our DPwas confirmed. Blasting is expecting tocontinue into the middle of October with only minor blasting remaining in 2022.
The AVENS Pavilion has been the work since 2014, with many starts and stops along the way. The confirmation of our Development Permit on June 25, 2021, set our focus on the completion in 2023. When the Pavilion is complete, 102 new rental units will be available for our seniors in the North. We are now working hard to establish the future of our Age-Friendly Community, where seniors can age-in-place.
